This can be a soft limit where Youtube limits the connection rate so that artificially inflating view count becomes more costly. There are inexpensive ‘services’ especially in India or Pakistan where you can buy human (like a whole internet cafe) view times to your scam video to make it float in suggestions and to promote a channel.

We prefer the big display wall at work, that’s the point of workplace. Anyone can watch anything on phone anywhere, why would I go to work for that?

I don’t know if you have been in India but I have. Begging has become a profession there. So most likely they won’t recognize individual donors. Also what OP mentioned is a real problem. Easily you’ll meet more than 20 homeless people at once around you in any big railway station.

From what I understand, shitty politics and rising inequality is the reason behind this.
