I’m wanting to get some Anime through XDCC, since I’m not the one who manages my ISP, I don’t want any DMCAs routed to my room-mate. So can I safely Pirate via IRC without any DMCAs coming my friends way?

Unlikely. It’s basically just direct downloading so unless there server you’re connecting to is a honeypot, the only people who would know what you’re doing are yourself and the person distributing. Much safer than torrenting.
How should I avoid honeypots? I’ll be using the Rizon network if that helps.
Oh I don’t think they really exist. Nobody cares about IRC. It was more theoretical than anything worth being concerned over. Apologies, I would have been more clear.
If downloading copyrighted material is legal in your jurisdiction, sure. XDCC is a low priority target compared to scene groups, streaming websites and private trackers.
We don’t have that problem in Slovakia XD. Here you can pretty much do anything without a VPN and never be punished
